This level of the framework is designed to support newly elected or co-opted councillors as they begin their journey in local government. You will gain the essential knowledge and skills needed to carry out your role effectively through a blended learning approach which includes courses, reading material and in-person events.

Whilst training is not mandatory, training courses and reading marked with an asterisk (*) are strongly recommended to help you build confidence and competence in your duties.

What to expect:

• In-person events: popular with new councillors, events offer valuable peer-to-peer learning and networking opportunities.
• Reading materials: the NALC Good Councillor Guide series offers comprehensive insights into key topics and is highly recommended for all councillors.
